Managing voter turnout data and candidate access was a complex and inefficient process, lacking a centralized digital platform for real-time updates. Candidates and legislative personnel had no unified system to access election data, making strategic canvassing efforts difficult and increasing administrative workloads for election officials.
Security and compliance were also key concerns. The system needed to ensure that candidates only accessed voter turnout data for their specific races, preventing unauthorized information sharing. Additionally, candidate accounts had to be valid only within election periods, requiring a time-restricted authentication system to automatically expire credentials once elections ended.
The platform also needed to be fully bilingual, ensuring that all UI elements, automated communications, and file uploads/downloads were accessible in both English and French to meet regulatory compliance.
To address these challenges, the agency required a secure, scalable, and user-friendly elections portal that could improve transparency while maintaining strict access controls.
Solution
Technology Partners developed a dedicated web-based elections portal, integrating real-time voter turnout tracking, automated authentication controls, and bilingual support to meet the agency’s needs.
A secure authentication system was implemented, requiring multi-factor authentication (MFA) via Twilio SMS and email-based login verification to protect candidate access. Administrators gained the ability to upload and manage voter turnout data, restrict candidate access to only their specific races, and enforce account expiration to align with election cycles.
The bilingual user experience ensured that all interactions—UI elements, system messages, file uploads, and notifications—were available in both English and French. This eliminated language accessibility barriers and ensured full compliance with election regulations.
Designed for scalability, the elections portal supports municipal and legislative elections, providing a long-term digital infrastructure that can adapt to future election needs. The platform also integrates Azure Active Directory authentication, password-less login options, and traditional email/password methods, offering a mixed-mode security model to support diverse user access requirements.

The new elections portal significantly improved transparency, security, and administrative efficiency for the agency.
